How wide should flower beds be?

I live in Virginia where the soil is composed chiefly of clay. Two questions: how do I condition it and how wide and deep should I go for a flower bed mixed with perrennials and annuals.

If you are going to do alot of annuals

then I wouod dig down at least 2 feet and mix in plenty of sand and very fine hardwood mulch. In Virginia this is called Super Fines at Merrifield Garden Center. That should do it
