I read that you don't need a US passport to enter US until June 1, 2009 if you enter by car or boat. Is this true?
I also heard that US congress was trying to get State Department to do something else. This very confusing. Does anyone know what is needed now?

You don't need a passport to enter or reenter the US if you are doing so by land or sea. After June 1, 2009, you must have a passport or a present documents that work as both identification and proof of citizenship.
Note, right now you must have a valid passport if you enter or reenter the US via air. In my opinion, it's less hassle to just get the passport. It's good for 10 years and eliminates hassles.
